这条线只服务一个目标：把本地 Hermes 环境从“看出问题”推进到“按计划修正、可回滚、可复查”。
The Hermes line has one job: move a local Hermes environment from “the drift is visible” to “the remediation is planned, reversible, and reviewable.”

Core handles planning, backup, apply, and restore. It is not blind mutation.
