本地优先：公开边界是本地执行、零默认联网、零默认回传，不依赖云端替你做决策。
Local-first:the public boundary is local execution, zero default network behaviour, and zero default call-back design. The product is not leaning on a hosted decision layer.
备份优先：Core 在动手前先给你恢复路径，避免“先改了再想怎么救回来”的局面。
Backup first:Core gives you a recovery path before change, not after the environment has already been damaged.

MEMORY FREEZE NOTE
Incident-mode memory freeze 不是默认动作
对记忆相关路径的更激进处理只能被视为可选事件响应动作，不应被当成日常默认基线。
更激进不等于更正确
Hermes 的记忆机制本来就是活跃功能。粗暴冻结未必更安全，也未必更适合真实运行环境。
Incident-mode memory freeze is not a baseline action
More aggressive handling of memory-related paths can be positioned as optional incident response, not as the default day-to-day posture.
More aggressive does not automatically mean more correct
Hermes memory is an active platform feature. Blanket freezing is not automatically safer, and it may be less suitable for real operator use.
